Capacity building to ensure sustainable changes in the social services system in the Republic of Moldova

Project duration: May 2022 - December 2024

Project goal: The project aims to contribute to strengthening local capacities to manage the deinstitutionalisation process and to develop quality social services for people with disabilities and/or mental health problems.

Project partners: Centre for Mental Health Care Development from Praque

Activities will be focused on:

  • development/strengthening of human resources at local level by training supervisors in the field of social inclusion of people with disabilities and/or mental health problems, peer supporters among people with mental health problems, social audit specialists, as well as university programme for young specialists in working with people with mental health problems;
  • ensuring independent living in the community through the development of two social services for people with disabilities and/or mental health problems, both in residential institutions and in the community, as well as a mechanism for internal evaluation and planning of service development to ensure quality;
  • to carry out a comprehensive assessment of the 15 sheltered housing units managed by the Temporary Placement Centres for people with disabilities (adults) and to draw up transition plans that will ensure the safe and efficient operation of the services concerned under the supervision of local public or private providers;
  • promoting the rights of people with disabilities and/or mental health problems.

Project objectives:

  • Deinstitutionalisation process in the Republic of Moldova supported by strengthening the capacities of relevant actors and raising awareness of the general public in the target areas.
  • Community social services for people with disabilities and/or mental health problems improved and expanded.
  • Viable transition plan from the existing system of social services in the management of residential institutions to a system of social services in the management of local public and private providers.

Target groups of the project:

  • People with disabilities and/or mental health problems living in residential institutions and in the community;
  • Specialists from local and central public authorities and civil society organisations working in the field of social inclusion and deinstitutionalisation of people with disabilities and/or mental health problems;
  • Students, teachers/academia.

Budget: 9 983 736 CZK
