Development of home care services in the North of Moldova

Project duration: 2013 to 2016. Project partner: HomeCare Association. Project focus: Improving the quality of life for people dependent on care. Enhancing the quality and availability of professional health and social services in homes and communities in the Northern region of Moldova.

Aims:
  1. Development and institutionalization of professional and quality home care services in the North of Moldova.
  2. Increase the awareness of home care as a part of health and social services among key actors, professionals and the public.
Target group:
  • People dependent on the care of other people, people with disabilities and the chronically ill who require home care services (25% of which are uninsured) – 1250 people
  • Volunteers from towns and municipalities involved in the project - 130 people
  • Representatives from non-profit organizations (NGOs), private providers of health and social services - 25 people from eight NGOs
  • Government officials - 30 people (20 from local governments in the north of the country and 10 nationally)
  • Nurses from five municipalities in the north of the country - 30 people
  • Social assistants from five municipalities in the north of the country - 30 people
  • Employees (9 persons) and volunteers (15) from two social health centers
  • Members of families of service recipients - 60 people

Description of project: The aging demographic of Moldova has led to home care services becoming a priority for it’s society. Unfortunately however, old and disabled people in Moldova face a considerable number of constraints and neglection. In light of this, Caritas Czech Republic, in cooperation with the HomeCare Association, have been trying to improve the conditions for providing home care services in the country. Primarily this has occurred through improved accessibility, quality of services and changes to legislation.
 
While in the south and center of the country we have seen some progress in the area of home care services, in the North of Moldova the issue is still left unresolved. The problem is becoming more relevant since the largest concentration of older people reside in the north of the country.
 
In 2013, in the Balti and Taul municipalities situated in the north of the country, two centers for trained staff (nurses and social workers) were built to provide health and social care for 1250 patients. Volunteers, civil servants and representatives of non-profit organizations also participated in certified training. This included over 300 people in total. 
 
Close cooperation with representatives from local governments and nonprofit organizations has successfully led to the creation of higher standards of social service, home care service and the establishment of reimbursement for health insurance.
During 2015 the provision of both health and social services in the two centers will continue. A transfer to the center of local governments will also be implemented.
